Cai Ronghua introduced that the plan mentioned that in the coastal geographical space is relatively independent, safe and deep and vast islands, peninsulas, abandoned salt pans, scientific layout of new petrochemical industry bases, to promote industrial agglomeration and development. It will focus on the construction of seven major petrochemical industrial bases, including Changxing Island (West Central Island) in Dalian, Caofeidian in Hebei, Lianyungang in Jiangsu, Caojing in Shanghai, Ningbo in Zhejiang, Huizhou in Guangdong and Gulei in Fujian.

In the potential exploitation and transformation of advantageous enterprises, first promote the construction of projects under construction.
