Strengthening energy conservation and emission reduction and achieving low-carbon development is an important part of the construction of ecological civilization and the only way to promote economic quality and efficiency. The 12th Five-Year Plan clearly sets binding targets for reducing energy consumption and carbon dioxide emissions per unit of gross domestic product (GDP) and reducing total major pollutant emissions, but the completion of some targets in 2011-2013 is behind the timeline, and the situation is very serious. In order to ensure the full completion of the "Twelfth Five-Year Plan" energy conservation, emission reduction and carbon reduction targets, this action plan is formulated.
Work target: From 2014 to 2015, energy consumption, chemical oxygen demand, sulfur dioxide, ammonia nitrogen and nitrogen oxide emissions per unit of GDP will decrease by more than 3.9%, 2%, 2%, 2% and 5% respectively, and sulfur dioxide emissions per unit of GDP will decrease by 4% and 3.5% respectively in two years.
