In the face of the current situation of large total carbon emissions and rapid growth, how should urban low-carbon be implemented? Why is this year's Low Carbon Day focusing on cities?
Su Wei, Director General of the Climate Department of the National Development and Reform Commission: Because cities are a very important element in the economy and society, how to implement green and low-carbon in cities, urban planning, and link economic development and carbon emissions, to develop in this direction.
Although more and more cities are aware of the necessity and urgency of low-carbon transformation, there is currently no clear path to how to transform and how to achieve low-carbon development. The "Opinions on Accelerating the Construction of Ecological Civilization" issued in May this year proposed to promote the establishment of a national carbon emission trading market. At the Low Carbon Day, many guests believed that this is a new way to promote low-carbon development of cities.
Carbon emissions trading, simply understood, is the buying and selling of carbon emissions allowances between polluters. As a pilot city for carbon emissions trading, Beijing has tasted the sweetness of carbon emissions trading.
Hong Jiyuan, Deputy Director of the Beijing Municipal Development and Reform Commission: Through trading, on the one hand, we will reduce emission pollution, and on the other hand, promote relevant key emitting enterprises to achieve the purpose of emission reduction through technological and technological transformation. At the same time, through trading, enterprises with surplus quotas can obtain certain economic benefits.
Through carbon trading, emissions of carbon dioxide, Beijing's key emitters, fell by nearly 6% last year. This is equivalent to a reduction of 3.65 million tons of carbon emissions. The reporter learned that at present, in the trial of Beijing-Tianjin-Hebei cross-regional carbon emission trading cooperation, Beijing and Hebei Chengde took the lead in piloting, and Chengde's main six cement enterprises have been included in Beijing's carbon emission trading system.
Zhao Hualin, Director General of the Planning and Finance Department of the Ministry of Environmental Protection of the People's Republic of China: Cross-regional carbon trading not only expands the capacity and activity of the Beijing carbon trading market, but also explores the use of market-oriented mechanisms to achieve cross-industry and cross-regional ecological compensation.
Su Wei said that the Beijing-Tianjin-Hebei cross-regional carbon market has accumulated experience in building a unified national carbon market.
Su Wei: We also look forward to speeding up relevant work on this basis, especially further improving the relevant basic data, platform construction, mechanism and rules, and striving to start the trial implementation of the national carbon emission trading market by the end of next year or the beginning of 17.
